Initial addition of .weechat config. - right now this is a fucking awful sync method; full copy each time - eventually i need to do something much more reasonable - probably will check gnu Stow - seriously this is garbage, but at least I can pull down a config now.

I just tried to install by OTP release on debian 9 yesterday and that worked fine, I think? Can I fix something from this stage? It's after running pleroma_ctl migrate.

Mine is '10.3.5.2 1.0.1' and apparently the function isn't able to deduce whether this is master or dev..
